The Presidency of the Turkish Republic has set its plan to bring life back to normal according to the months in which the laws of the ban will be gradually lifted, which have been imposed as a precaution to limit the spread of the epidemic in the country, and the details according to what was translated by Imtilak Real Estate were as follows:

Lifting The General Restrictions

1. The Plan of May 2020


  • The ban on those over the age of 65 and under 20.

  • On the 27th of May 2020, the ban on entry and exit from the following Turkish states will be lifted: Kayseri, Aydin, Antalya, Mugla, Mersin, Mardin, Sanliurfa, Gaziantep, Erzurum, Diyarbakir, Ordu, and Trabzon.

  • Lifting the ban from the marriage contract halls will begin gradually on the ‎1st of June 2020, provided that the maximum number of people present does not exceed 25% of the capacity of these halls.
  • The ban will be lifted from the places of picnic and tourson the 15th of June 2020.

  • The weekend curfew will be lifted starting from the ‎1st of June 2020.
  • Lifting the ban from border crossing gates.

3. The Plan of July 2020


  • The restrictions on the termination of employment or service contracts will be lifted on the 17th of July 2020.
  • Returning back to working with the applications related to negotiating responsibilities in collective labor contracts, conflict resolution, strikes, and the like that prevailed before the epidemic spread.
  • Tax and labor insurance payment restrictions and pre-compliance with them will be lifted on the ‎1st of July 2020.
  • Applications related to medical reports shall be re-established, so that the report will be prepared by one doctor for a period of 10 days on the ‎1st of July 2020.

2. The Plan of June 2020

  • From the 20th of May 2020, health training will be provided to working groups of the relevant ministries which have been determined by these ministries.

  • From the ‎1st of June 2020, the number of hospitals assigned for the epidemic or that have been designated for epidemic treatment will begin to be reduced gradually, and a limited number of public hospitals will be allocated to deal with epidemic cases.
  • Other hospitals that have not been designated to deal with the epidemic will return to their usual work and receive regular patients on the ‎1st of June 2020.
  • From the ‎1st of 2020 June, the preventive measures used in hospitals in the framework of reducing the spread of the epidemic start will be gradually reduced.
  • As of the ‎1st of June 2020, hospitals designated for epidemic cases treatment will provide health services for certain additional medical conditions.

3. The Plan of July 2020

  • As of the ‎1st of July 2020, the health workers will gradually be granted the leave that has been suspended due to the epidemic.

C. Pre-school education


  • As of June 2020, the pre-school institutions will start pre-school education activities for children of workers (on request) and with limited numbers of students.

D. Vocational education centers, education and awareness institutes, and popular education centers

  • As of the 8th of June 2020, vocational education centers, education and awareness institutes, and popular education centers will be reopened, provided that they adhere to the general and specific preventive instructions and measures imposed on them.

E. Teacher recruitment process


  • From the ‎1st of June, 2020, the teacher recruitment process, which includes the recruitment of 20,000 new teachers, will begin.


F. Training and applied courses

  • Starting from the ‎1st of June 2020, the training courses will be started for vehicle and work vehicle driving training courses, professional courses in transportation services, and professional courses in maritime and air navigation for students enrolled in these courses (if they wish to do so).

G. Student housing of the Ministry of Sports and Youth


  • Student dormitories of the Ministry of Sports and Youth will be reopened throughout Turkey and the Northern Republic of Cyprus starting on the 15th of June 2020.

  • From the ‎1st of September 2020, preparations for Umrah will start in the coming year, 2021.
  • As of the 30th of September 2020, the centers that grant religious education, in which social distancing may be carried out, will be prepared to begin the education process in October 2020.
