Two decisions to partially exempt two Arab nationalities from Turkey's entry visa

Two new decisions were issued whereby Algerian and Libyan nationals of certain ages; are exempted from the entry visa to Turkey on special terms.
The decisions of the President of the Republic, Recep Tayyip Erdogan, were issued on two close dates this month, the last of which was on the 26th of December, 2019.
Turkey cancels the entry visa of Algerians and Libyans for specific ages
According to the first decision, citizens of Libyan nationality who did not exceed the age of 15 years or who were over 55 years of age; were exempted from the entry visa to Turkey, with a permit to reside in the Turkish Republic for a maximum period of 90 days each 180 days, which is approximately 8 months.
Also, those who hold the Algerian citizenship are exempted from the Turkish visa on the same previous conditions. Here is the translation of both decisions:

Resolution No. 1834
According to Article 18 of the Law on Foreigners Affairs and International Protection No. 6458, a decision was issued exempting citizens who hold Libyan passports and are under the age of 16 or over the age of 55; from the entry visa to Turkey for the purpose of tourism and residence in it for a maximum of 90 days every 180 days.

Resolution No. 1943
According to Article 18 of the Law on Foreigners Affairs and International Protection No. 6458, a decision was issued exempting citizens who hold Algerian passports and are under the age of 15 or over the age of 65; from the entry visa to Turkey for the purpose of tourism and residence in it for a maximum of 90 days every 180 days.
