Turkey Opens the Doors to a New Phase in the Real Estate Sector
Turkey is opening the doors to a new phase in the real estate sector with a pioneering project led by the General Directorate of Land Registry and Cadaster, under the name “Value Information Center,” which aims to eliminate ambiguity in prices and reduce speculative increases through an advanced digital infrastructure supported by artificial intelligence technologies and 3D city models.
The project is set to launch experimentally in Istanbul during the first quarter of 2026, with plans to roll it out nationwide by mid-2027.
A Digital Revolution to Enhance True Value
The “Value Information Center” provides a transparent and fair system that is easily accessible, allowing citizens to view all details related to the property they intend to invest in.
Just like the land registry inquiry system, users will be able to compare the true market value of a property with similar properties in the same area, and analyze supply and demand data at the neighborhood or street level—helping them make more accurate investment decisions.
The system aims to eliminate price manipulation and tax evasion, long-standing issues in the real estate market.
The real market value of a property will be calculated based on the integration of various data, including land registry documents, architectural plans, and building rights. This will make transactions more accurate and fair, preventing financial losses for both the state and citizens.
The system will also allow tracking of any subsequent changes in the prices entered, with legal penalties applied to individuals or institutions that artificially inflate prices.
Towards Urban Balance and Sustainable Planning
The nationwide implementation of the system by mid-2027 is expected to enable accurate digital tracking of building inventories in all 81 Turkish provinces. This will enhance the state’s capacity for urban planning, disaster response, and achieving better economic balance.
3D Integration for Greater Accuracy
The infrastructure of the Value Information Center has been developed to integrate with the 3D city models created by the General Directorate of Land Registry and Cadastre.
Thanks to this integration, the system will be able to analyze the market value of a property based on its physical characteristics such as area, number of rooms, and façade, providing investors with a more accurate and realistic picture of the actual value of the property.
These models will be particularly relied upon in seismic risk areas to guide urban transformation policies and ensure their sustainability.
A Comprehensive Digital Guide for Investors
The system will enable investors to access a comprehensive analysis of investment costs, expected returns, and future price estimates, along with all relevant data through a single digital platform.
At the state level, this system will allow real-time tracking of property value movements, enabling more effective tax policy improvement and implementation.
Real estate fees and taxes will be calculated based on the true sale value, contributing to a significant increase in public revenues.
