The Turkish law has specified special procedures for exchanging foreign driver's licenses, based on the issuing countries. A foreign driver's license in Turkey can be exchanged for a Turkish license, provided it is issued by one of the countries signatory to the relevant exchange agreement, known as the "Vienna Convention on Road Traffic" of 1968, which has 84 signatory countries with Turkey worldwide.
This agreement is based on the principle of reciprocity between countries, which means that a citizen of one of these countries receives the same treatment as Turkish citizens visiting their country.
Which countries are eligible to convert their driver's licenses in Turkey?
The main countries whose citizens can convert their driver's licenses to Turkish without an exam are: UAE, Qatar, Kuwait, Bahrain, Saudi Arabia, Jordan, Lebanon, Tunisia, Morocco, Algeria, Egypt, as well as European countries such as Germany, France, Italy, Spain, and other countries like Azerbaijan, Kazakhstan, Georgia, and South Korea.
In general, all countries party to the Convention on Road Traffic, dated November 8, 1968, can complete the procedures for exchanging driver's licenses among themselves. The list includes the following countries:

Conditions for switching to a Turkish driver's license
To convert a foreign driver's license to a Turkish license, all of the following basic conditions must be met:
- The country issuing the driver's license must be a signatory to the exchange agreement.
- The applicant for exchange must be officially residing in Turkey (holding one of the legal types of residence in Turkey).
- All required documents for completing the exchange process must be provided.
Procedures and required documents for changing a driver's license in Turkey
If you wish to change your driver's license in Turkey, you must first schedule an appointment through the website of the General Directorate of Population and Citizenship Affairs (known as Nüfus Directorate), or by calling 199.
This process can also be completed without a prior appointment after preparing the following documents:
- Turkish translation of the foreign driver's license (notarized and certified by the consulate of the issuing country).
- Driver's license file (Sürücü belgesi dosyası), which can be obtained from the Drivers' Registration Chamber.
- Original Turkish ID card (residence permit or equivalent such as work permit), with a copy.
- Document showing blood type.
- Medical report to confirm the applicant's eligibility.
- Receipt of payment for the required application fees.
- Two biometric passport photos.
- The applicant's educational certificate.
- The applicant's criminal record.
After completing these documents, you can personally apply to the Nüfus Directorate to change your driver's license, or through your legal representative.

Cost of switching to a Turkish driver's license
The fees required to exchange for a Turkish driver's license are approximately 4,500 Turkish lira (excluding the costs of preparing the necessary documents such as translation and certification).

Allowed period for driving before switching to a Turkish driver's license
A foreigner can use a valid foreign driver's license, issued by one of the countries listed above, for a maximum of six months from the date of entry into Turkey, after fulfilling visa or residence requirements, after which it must be exchanged for a Turkish driver's license.
If the foreign license does not have a photo, an International Driving License (IDL/P) must be obtained, which can be applied for through the Turkish Touring and Automobile Association Türkiye Turing Otomobil Kurumu. After submitting the required documents (2 biometric photos and a valid driver's license), the international license is usually granted for one year only.
At the end of the 180-day period, a suitable Turkish driver's license must be obtained for the type of motor vehicle to be used in Turkey.
For a foreign resident in Turkey to use their driver's license legally, the foreign license must be properly translated and the translation notarized (noter).
As for Turkish citizens who hold a foreign driver's license, they can drive with their licenses for up to two years before exchanging them for a Turkish license.
The process of obtaining the replacement Turkish license usually takes only a few days, as the new license is sent to the registered address in Turkey by government mail (PTT).

What distinguishes the Turkish driver's license? And in which countries can it be used?
The Turkish driver's license is accepted in many countries around the world, especially those with international agreements with Turkey, such as the 1968 Vienna Convention on Road Traffic.
The Turkish driver's license can be used in a number of countries without the need to obtain a temporary international license for a certain period. In some countries, the Turkish driver's license can also be exchanged for a local license without the need for a new test.
According to the previous table, the Turkish driver's license is considered valid for use in many European Union (EU) countries. However, EU member states may recognize it under certain conditions and for a temporary period.
EU countries recognize the Turkish driver's license for tourism purposes for six months only, while some EU countries, such as France and Italy, recognize it for a full year.
The validity of the tourist period in some of these countries can be renewed by exiting and re-entering Turkey.
The Turkish driver's license can also be used in the United States of America for six months. In Asian countries, both South Korea and Japan recognize the Turkish driver's license for a full year.
